But i am still getting the audio dragged.

it worked. But i am looking for 200ms latency.
Is this possible to achieve?
How can i achieve such a low latency?

That sort of latency would require special tuning as that sort of tolerance is unusual. Assuming no significant network lag.
ices (short reads and a low flush-samples set),
icecast (page fill trigger set low and no burst)
player (next to 0 for pre-buffering)
While ices and icecast could be set up for quick delivery, you would have to see what the lowest setting can be for the players (eg mplayer -nocache). I don't know what the minimum would be but I could let you know the specific code changes if you want to try it out, just email me with the setup you have and the versions you are working with
