not with icecast as it just streams to listeners, it does not decode or encode, there would also be issues with licensing. As for external programs that could transcode, that is something you'll have to investigate but vlc springs to mind.

You need something like streamtranscoder V3.
I used it for a while to take an OGG and turn it into an MP3 feed.
I am not sure if it will go from AAC to MP3...
BUT
This was created by the oddsock/oddcast people/person and they had some sort of implosion/fall out and took all their toys and went home.
I think I have the last version I could find source tarball on my server, and can provide a link to it..
Let me dig around... since none of the search links are valid...

The "fall out" as you described it will be more of a license issue. remember with source, you can be view it easily, but shipping binaries can violate patents and if the patent owners start throwing their legal weight around then people who volunteer their time feel less likely to contribute.
