Well, from what I can read, sounds you try to compile ices from source. But, depending on your Linux or FreeBSD distribution, you should be sure that you have the devel package for libshout installed.
Or, il you installed also libshout from sources in some non standard place, you should tell ices configure where your icecast package is installed.
try:
./configure --help in ices sources to get a list of options.
