streaming MP3 does require getting a license so maybe that's the reason you can only stream in vorbis but the non-lite version of winamp has had the vorbis plugin for some time now, xmms installations usually have vorbis and other players/plugins are also available. So listeners shouldn't have much trouble
With regard to Icecast, it has an ogg handler and a pass-through handler, the latter can be used for mp3/aac*/nsv. Obviously there can be many factors which affect which streaming technowlogy you use but vorbis is much better at compression than mp3.
