Sorry for the forum outage of the last 3 days. The ISP changed the database access port at the end of the month and I didn't see the notice (d'oh!).

As of 1.1.0 VLC no longer supports SHOUTcast streaming

You may be experiencing some slowdowns with the site at the moment, this is due to a DDoS attack of the upstream hosting provider.

Is this more than one mountpoint?
What's the audio source?
What the source client?

As you can see in the above image, icecast just distributes the stream, hence transcoding is not a feature it gets involved with.
