Okay, I have Icecast, Oddcast and winamp for my radio station.

I type in into WINDOWS media Player.
http://localhost:1902/stream.ogg

It will Buffer, then play forever.

I type in http://207.7.166.55:1902/stream.ogg into Windows Media Player, and an error message comes up and says,

:Windows Media Player cannot find the file. If you are trying to play, burn, or sync an item that is in your library, the item might point to a file that has been moved, renamed, or deleted."

How can I fix this issue?

Obviously you haven't said what the configuration of your network is so we can only make wild guesses. If you are using bind-address then you probably don't want to. If not then you'll have to check the access to that IP and port with regard to routing and firewall access.

Well, this is everything. Everything is on the one laptop, Windows Vista. Firewall is off on that laptop. I try connecting through a Windows Xp Home laptop. But, it comes up with that error message.

The screenshot indicates that the port is 1802, and I still cannot access that IP/port combination from here.

Your browser should be able to access the pages in webroot by typing a url like http://ip:port/status.xsl. If the web pages don't come then streaming won't either. If the IP of the machine which icecast is on is the IP given above and the port is 1802 then you must be blocking access if you cannot access it either.

I don't get it.
I typed http://207.7.166.55:1802/status.xsl into a web browser.

It came to a AOL page.

What should I do now.

maybe your browser is configured to talk to a proxy. You want to avoid proxies when streaming. From the screenshots, you are not directly connected to the internet, you seem to have a NAT box so your IP is really 192.168.1.3 locally, have you tried accessing that IP instead, because if that works then icecast itself is ok and it's your ISP or NAT box causing your problem.
