Well I have scoured the forums but can't find anything related. Basically I am more familiar with Shoutcast and it's auto dj. I know that sc_trans_linux runs in the background even after kicked and when a live source dies/stops it takes back over and streams the playlist.

Does Ices do the equivalent? Or does it have to be restarted?

ices, like most source clients, will reconnect if the connection is dropped for whatever reason. You should probably configure your setup to restart the fallback source client application on failure like a crash, if you want to make sure it's up. You can even fallback to a stream that sc_trans_linux provides.

I see. So I know Shoutcast's "sc_trans_linux" auto dj attempts to reconnect every 10 seconds. Does Ices have a time setting like that?

It will although I suspect the default is a value other than 10 seconds.
