I'm not sure if this is just a configuration error and I'm not sure where the problem is (icecast2, streamer client or listener clients)

Basically every time the track changes it seems to disconnect everybody. In some clients (VLC and foobar confirmed) this isn't a problem at all, they don't disconnect, but I think they might reconnect silently because the "time listened" display goes back to zero(only checked in vlc).

My set up is that I have a mountpoint /listen with a fallback on /fallback.

/fallback is fed with ices2 and ogg files, directly on the local server. /listen is fed by source clients from elsewhere. The problem seems to happen regardless of whether /listen is currently on a live source or on the /fallback mount.

Anyone have any ideas what could cause this?

which basically seems to describe the same problem (in fact, one poster with the problem followed the same tutorial as me to get started with icecast2 and ices2). Anyway, It happens between EVERY track. I'd understand it if it happened sometimes when a track has a different bitrate but since I converted all of the tracks from an mp3 collection earlier today to ogg q=2, I'm pretty certain they should all be the same bitrates and channels.

Has anybody had this problem and managed to fix it?

You should have a look to both icecast and ices logs.
Mostly, this has to do with discrepancies betwwen tracks (encoding, bitrate, mono/stereo and so on).
