It seems the most we can get with edcast and AAC is 64k, are there any freely available codecs that would do it at 320k? and if so could VLC play it back |

I'm not aware of any limitations in players for higher bitrate streams. As to whether there is some weird setting issue in edcast for encoding that stream I don't know, I would not of thought a limit of 64k to be acceptable, obviously the oddsock site may be a better place to ask about such things.
Support for a non-free codecs like aac will be limited here but vorbis is certainly more than capable.
