I would like to know if it is be possible to have a fallbackmount that use a playlist instead of a second source stream ?

This fallbackmount would automatically come down when the original stream is back...

you cannot use a playlist in this way, you would have to use it in a source client feeding the fallback.

You could produce this behaviour using an automated source client installed on the same server (e.g. Ices), but on its own, as Karl says, Icecast can't do a playlist.
