| I'm running an internet radio station with Icecast, and was wondering whether or not anyone knew any providers, like swcast.net for shoutcast, that would be able to licence stations running Icecast servers? |

Loudcity uses Icecast servers, and allows you to license your own.

LoudCity the only provider supporting Icecast? Gea that's sad.

All of them techniclly will. It depends on how much you want to do in it. For JLA licensing, they will usually provide you bandwidth, licensing, and the works for 1 price.
In the event you choose to license your own servers, you work off the ATH policy.
