I am new in Icecast and would like to ask a few questions
1. Can Icecast serves the purpose that someone on one side to use microphone to speak and the voice will be broadcasted to other listeners?
2. Does it allow conversation among a few people together?

icecast streams content created by external applications called source clients. Mixing or accessing the DSP is not what icecast does.

what it means by "Mixing or accessing the DSP"????
Can user use microphone to speak and broadcast to other listeners?

If the source client allows for speaking into a microphone then yes but icecast is the server for streams, not a source client.

Yes you are right. I just want to setup a group of people and one of them uses microphone to speak and then other members can listen. They all connect to icecast.
Just want to confirm one question, a group of people cannot talk to each other, right (not a bidiretional voice communication)? |

not with icecast alone. Any mixing of content has to be done externally probably with something that has a very low latency.
