I have found a few things I can do to help..

I have implemeted some additional settings for port control and timing..

.. and things seemed to improved quite a bit!

Though I'm still seeing TIME_WAITs they last considerably less now.. (still working on tweaking the timing controls) I'm seeing more "LAST_ACK"s now than "TIME_WAIT"s I suspect I've set the TTL's too short.. working on it still.

And.. I seem to be able to handle more connections now, as well...
