Your question is unclear. To get listed on a stream directory you need to inform icecast of the stream directory (via the xml) and mark the stream as public.

currently, due to some misconfiguration affecting overall performance of the server, listing of all formats is disabled and only ogg streams are listed on dir.xiph.org. AFAIK, the performance issue has been resolved and is waiting on the server administrator to give a green light on removing the filter.
