if there is much traffic on my 1000kbps connection, the stream buffers (client:winamp). but streams from an shoutcast server doesnt buffer so much. so my question: what is shoutcast doing better in streaming mp3?

I'm guessing it will buffer, but shoutcast sends lots of stream data when the listener connects, so it may take more time for that buffer to expire. You can do something similar in icecast by having a large burst size. The default icecast uses is 64kbytes whereas shoutcast has some huge amount like 1meg.
