no, ices 2.x produces ogg vorbis streams. You'll need some other work to produce streams using non-free codecs.

Depends on your platform, as most streaming client software don't exist on all platforms.
However, you should give a try to VideoLan (VLC) which is free and provides many audio and video formats, with a broadcast (VLS) mode.

Spacial Audio SAM4 has just been released, and it includes support for AAC+ v2. It's pretty pricey but it pretty much does everything you would ever want to do with radio station software. The new version also includes built-in support for Spacial's ad auction service and a new song selection engine, which hopefully will fix the "play half the playlist into the ground, ignore the other half" problems previous versions seemed to have.
We're starting our evaluation of it.
