Is there any way to get icecast to stream silence whenever it's not receiving any data from the source?

Also, is it possible to somehow set it so that there is no buffer or a minimal only buffer of the source so that there is the least possible lag between the source and the output?

To stream silence you either need to encode from DSP as silence or use the fallback-mount to refer to either a stream which sends silence all the time or (in 2.3) state a file (in webroot) which is audio silence. Be careful with VBR and silence as that can compress amazingly well.

To reduce lag you need to alter 2 settings, firstly the burst-size parameter (eg 0) in icecast xml (can be per-mount) and the pre-buffer size is the player.
