Hi All. I have this problem. I have an icecast stream sending at an Internet host , and also an second stream sending in my lan and in wifi network.
The internet stream is ok , but the Lan stream always prebuffering. The stream is in 54Kbps 44100 stereo. I tested an mp3 stream with shoutcast server at 128 Kbps 44100 stereo , without any problem.

Why may this happening?

P.S. (the encoders sending the stream is from Sam , and the icecast server is 2.3.1 in windows and in Ubuntu Linux)

no information to go on really, but whenever there is a prebuffering issue then the problem is usually down to network. Things like max'd out links or high errors rates are possibilities. You said the LAN was showing a problem but you also indicated that you also have wifi (separate) but didn't specify whether that shows a similar problem.

Yes.The wifi had problem too. I didn't report for the wifi because the wifi is my Lan extension.

The source client wouldn't be the issue as you say external connection work without issue, so the stream from sam must be ok going to icecast. So I would do a network capture of the listener connection. eg on linux it could be done like

tcpdump -s 0 -w capture -i eth0 host <listener_ip> and port <icecast port>

(tweak as suitable for your setup)

If this is done on the same machine as icecast then we should be able to see what that sees with the connection when it starves and goes into a prebuffering
