I have been setting up a page that lists the basic steps for getting started with streaming audio. All steps are free and the whole process should take 30 minutes tops...

Step 1 - get the WinAmp, Plug-In and Icecast
Step 2 - configure installation
Step 3 - enable port forwarding if behind a soft/hardware router
Step 4 - enable a free dynamic dns service to map a hostname to your changing static ip address

Step 5 - stream your music!
