Icecast Streaming Media Server

OK, Here is what I need.

I have a windows 2003 server and i run about 200 shoutcast servers on it currently.

I need to install IceCast on it for one of my clients and here is what I need it for.

1. We want a 48k stream that anybody can listen to.
2. We want a 128k stream that people can subscribe to.
3. We dont want anybody with a username and password to be able to have more than 1 person listening at a time with ther username and password.

can these things be done with IceCast?

and how much will you charge me to set this up.
