Icecast Streaming Media Server

I am running Icecast 2.3.1 and for some reason that I haven't figured out yet I can't relay a stream. Here is my config for the relay section:

<relay>
<server>80.86.113.114</server>
<port>8080</port>
<mount>/live-high.ogg</mount>
<local-mount>/live-high.ogg</local-mount>

<relay-shoutcast-metadata>1</relay-shoutcast-metadata>

I can connect to the link in winamp without any problems. The server is accesible via the lan, so the only problem is with the relay source, when I start the server I get "source_relay_connection = 0" no matter what I try. I have no firewall blocking me. I hope that someone more experienced that me can see something wrong with what I do.
