the playlist stop now I am trying to restart it by calling the xml file but i get an error message saying that he can not connect. after a crash how do you restart icecast?

Assuming you mean that icecast crashed then you restart just as you do by starting it up. A typical procedure is icecast -c icecast.xml but you may have something tailored for your setup. If the source client has crashed then icecast does not need restarting.

That would depend on the installation package. The source tree installs the binary by default in /usr/local/bin

it is not there. when i type "icecast -b" I get a message saying that the icecast is detaching from the console and running on the background

That is what -b is supposed to do, it places the program in the background, without it, the program has to terminate before control is passed back.
