Tribler and a European P2P consortium have developed open source tools that allow the streaming of live or pre-recorded video using bittorrent.

The video / audio must use the Transport Stream format.
Using VLC to convert media streams into Transport Stream compliant format : wiki.videolan.org/MPEG-TS
Attempts have been made to convert a Shoutcast - NSV stream using VLC into a Transport Stream compliant format so that It can be streamed using Bittorrent, however - VLC crashes.
No one has tried using a Icecast - Ogg / Theora stream.
You should be able to pipe the output of a local Icecast server to VLC, then convert the stream into a Transport Stream compliant format - then pass that to Tribler for Bittorrent Streaming.
