I searched, but couldnt find the answers I needed.

1) How do i rename my server and description?
2) When users go to my stream, should it be an ogg download? Or should it just stream?

Usually, stream name and description are provided by your source client, in the connection tab for most of those.

As it's name implies, icecast is a streaming server. Upon your source and encoding, listeners will get a stream of MP3, Ogg/Vorbis, MKV or other media.
