Icecast Streaming Media Server

I am useing VB6 to write a program to control my radio station.
The problem I am having is starting IceCast.
I use the shell command like this;

[karlH]

The command line format is "icecast -c icecast.xml", try adding the -c

karl.

I tried that and every possible combination of that and still the same error;
