I know, this sounds like a "not enough bandwidth" issue, however, considering I have a 2mips-upload-pipe (not cheap either!) I'll conclude its somethig ELSE first (before I call my provider and chew them a new one, that is..)
basically..
running 4 streams through this Co-Located server at my ISP.. and at the time of this test, was running one mp3 stream through and noone reported any breaking up of said mp3 stream which is why I thought NOT a bandwidth/throughput issue...
watchers report a frozen image with a constant rebuffer.. I tried setting the burst and cache sizes higher- but theres no change..

your description is confusing. If the application is frozen then that is a stall ie no changes, yet you say there is rebuffering which indicates things changing state. A bandwidth limit would typically show in a rebuffering effect but essentially you would get a lower than expected bitrate coming down the line. The other thing to check for is the content itself, is it MP3 and if so, is it variable bitrate?

Hi there KarlH:
first off, I didn't mean to confuse ya..
I meant to say:
the viewers are reporting seeing a frozen image on the screen with a consistant and constant refuffer/reset/rebuffer/reset/rebuffer...
the NSVcap app which is hosting the stream shows a consistant stream output with zero dropped frames.. firewall monitor shows a realitively constant stream going out.. (based on that which is leaving the application)
the stream is VP6/NSV with an AAC audio subcarrier... combined Bitrate is 512 Kbps.
(the mp3 stream is CBR and is generated from different equipment (dedicated hardware encoder) altogether and seperate. The mp3 stream is UDP/multicast while the NSV is TCP/unicast. They are seperate except they both share the same upstream pipe.)
UPDATE:
there appears to be a serious problem with my connection today.. extreme lag and even intermittant service.. this MAY be the cause.. though, at the time of the prevous post, the monitors were showing a fairly consistant stream. Currently, ping tests are showing extreme lag issues starting to crop up... and they seem to be getting WORSE by the hour...
perhaps this was a underlying issue that the stream "picked up" before my monitors did...
