I think, in shoutcast, when a person disconnects from being dj it does not stop the stream. If they connect again the person hears the music without refreshing.

This doesn't sound like a feature request, but if a DJ disconnects, no streaming can occur as there is nothing new coming in. Leaving potentially many unused sockets hanging around is a waste, but what icecast does is give you the option of either dropping those listeners or send them to another stream of file (read up on fallback handling).

I tried fall back handling but it did not work guess I did it wrong.

fallback will fail if the fallback is not running or its a completely different type. The log file is usually the place to check if it isn't doing what you think it should.
