no you don't need an own website. dunno which software you use but i recommend oddcast
http://www.oddsock.org/tools/oddcastv3/oddcastv3_standalone_3.1.6.exe

if you want to stream in mp3 you need the lame enc.dll http://www.rarewares.org/dancer/dancer.php?f=2

format your link like this: http://yourserverip:yourport/mountpoint.mp3.m3u or mountpoint.ogg.m3u

your port (8000) needs to be forwarded http://www.portforward.com and you need your real IP not your network IP http://www.whatismyip.com/
"yourserver" is your local machine. but in oddcast you need to enter localhost as Server IP.
an easy check if you're really streaming is to open a player software and open the stream as your listeners would do

Just to clarify, if you connect as an icecast2 native source client then only 1 port is needed (and therefore forwarded), if you connect as a shoutcast source client then you will need port N and port N+1 forwarded.
