Hey there,
I don't know anything about Icecast bar it's a streaming programme.
Can i install Icecast onto my webhost and have it stream tracks from there.
also can i creat playlists of mp3's so i only have to upload them to my host?

you need at least an icecast and a source client. Technically your webhost could run icecast but whether it is allowed depends on the terms you have agreed with the provider. The source client will create the stream from the files you have and will send it to icecast for distribution.

so if i am allowed to install icecast then i will have no problems.
but if i'm not aloowed to install it then the broadcast will have to come from my own personal ip correct? |

There are providers that are specifically for streaming servers. Most personal IPs are not setup for streaming servers as they have severe upload bandwidth restrictions and very often have extra bandwidth throttling/capping applied on top of that.
