you keep thinking icecast is the problem but have already said that LAN access works so obviously icecast is working. I've had 2 similar queries recently and in both cases it has turned out to be a NAT box forwarding the external port to a static IP but the machine running icecast has been given a different IP by the NAT.

nope because i had it set to DMZ and it still didn't work. so it's not the firewall. something is causing it not to connect to the outside world.

yet it sees local host just fine but when i encode with 68.1.X.X it doesn't connect. are there any other ports that need to be open for this to work besides 8042?

LAN access behind a NAT setup will use addresses like 192.168.x.x. Make sure the forwarding (not firewall) IP matches the machine. If the 192.168.x.x address works from another LAN machine (use a web browser to get the status page) then it's not icecast or the firewall on the internal machine.

Tried that and it's not letting me see the page on the other computer via the ip:port/admin/ and it works just fine here on localhost.

Let's be clear, you have tried the LAN address (eg 192.168.x.x) from another computer and it does not work but localhost works, that is different to what you were describing earlier. Only 2 things could cause that situation. A firewall on the machine running icecast is blocking that ip/port or icecast is seeing a bind-address setting in the <listen-socket>
