There is a tool that can convert a Shoutcast stream to multicast.

Shout2RTP

Would this tool be Icecast compatible ?

Are there any other software programs that can convert a standard Icecast stream to multicast ?

It may work in certain cases, although I can't say for sure but there are certain considerations for say vorbis streams which they won't handle.
